Perhaps.
I don't think Garpax will make any substantial moves. They seem to overvalue their core, so trading deng won't happen. Thibs will get the bulls into the playoffs, where the bulls will lose early, instead of following the spurs model of tanking the season to get a better draft pick.

Seriously though, the way the roster is shaping up, they could easily tank the season. All they'd have to do is fire Thibs and hire Patrick Ewing. Ewing would get bored and go to sleep. Thibs would squeeze 45 wins and a 7th seed out of that turd and maybe win a game against the Pacers before Hansbrough jumped into the stands and attacked David Axelrod's kid, started a riot, got the whole team suspended and catapulted the Bulls into a second-round matchup with the Knicks, who would punch every fire extinguisher in sight before losing in 7. Then it's Bulls/Heat in the conference finals. By then, you'll have D. Rose in prime shape and, as everybody but ESPN already knows, he's the best player in the NBA now, so... boom. Finals. But nobody can beat the Thunder. Nooo...body.

Using a mid level exception on a player who is worse than CJ Watson, yet makes more money, makes no sense. But he took a paycut, so Jerry has to like that. Once the nets get howard, the bulls will be the 5-6th best team in the east, with a healthy lineup.
