Typographically, I wouldn't rule this possibility out.  Unusual display ligatures don't exactly come from nowhere.

Sure, but the Nazis had boners for blackletter (at least until they decided it was too Jewish). I'm thinking wacky sans-serif ligatures were more the domain of those Bauhaus fellas, and firmly on the "entartete" side of the Teutonic ledger.
