It's blind bids during waived players' 1-day waiver periods to determine waiver priority (in place of the old waiver priority list). Free agents are still first come, first served.

If you want to take a gamble, you can bid $0 for a guy on waivers, and then if no one else bids, you get him for nothing before he hits free agency.
It's continuous waivers. You claim a guy(yeah, you can wager 0) and then you find out if you got him the next day. If he's on the roster, then you did. If he's not, then you were outbid or did it wrong(I think the punchline is "that's Japanese for 'wrong hole'").
So this means that everyone is always on waivers, correct?

Keep round is based on previous draft round full stop, regardless of how a player got on your roster.
"Free agent" keepers (13th round) are only those players who went undrafted.
